Three steps, taken one at a time
A bank does not adopt this in one go. Each step is worth something on its own, and each one is checkable: every rule in the draft carries an identifier, so you can say which ones you meet instead of describing it in prose.

What you stand up. Write each instruction down in one agreed form, take a fingerprint of it, and get an allow, escalate, or block against your own rules.
What it buys you. You can run it alongside what you have today, in shadow, and compare. Nothing in your payment path changes yet.
BEAP-L2Sign-offs bind that instruction
What you stand up. Collect maker, checker, and signatory approvals against the fingerprint, keep people apart where your mandate says so, and issue a grant that names what may go out.
What it buys you. Edit the amount, the account, or one line of a payment run and the approvals stop counting. Nobody has to notice; the fingerprint changed.
BEAP-L3Nothing goes out without that grant
What you stand up. Put one component in front of the core system. It claims the grant, sends the instruction once, keeps the credentials on its own side, and records what came back.
What it buys you. You can answer the two questions an auditor asks: who allowed this exact payment, and did the money do what they allowed.
How you check an implementation
Every rule that can be tested carries its own number, so a claim can be checked one rule at a time rather than argued over. The list of rules is generated from the draft itself, so it cannot drift from the text, and a supplier can hand you the numbers they meet instead of a paragraph saying they do.
Two systems have to agree on the fingerprint
The fingerprint is a hash of the instruction written in one agreed form. If your system and ours write it differently, the hashes differ and nothing lines up. The draft therefore comes with worked test cases for the written form, for instructions, for payment runs, and for the expected result, produced by a separate tool and cross-checked against the published example in the standard the written form comes from.
